 Hmmm, as Leland presumably did not have sex with her (on this occasion) & wore gloves, one is likely to assume that he would not have left any DNA evidence behind.

He lived with Laura so he would have been a "rule out" for forensics purposes.

Sure, I guess that doesn't mean Laura's body would've had any DNA evidence as the blood found wasn't in her body but the investigation was pretty poor anyways because there was Leland's blood in the crime scene but no one even tried to check out if it was Leland's until it was too late. :D

 Hm, how common was DNA analysis in 1989? As far as I know, it takes up to 4 weeks to make a test, even nowadays.  Cooper was investigating Laura's murder for two weeks. And in 1989 technologies were not as advanced as today, so the DNA test would take even longer time.
